Flawed death penalty
The death penalty system in Tennessee is so flawed that they're at least thinking about a moratorium so they can "fix" the problems.
I don' think it's possible to have a death penalty system that's not flawed.

I wonder if the concept of justice in many Americans' minds must always involve death. Lots of us applaud books like To Kill A Mockingbird and movies like SlingBlade, both of which dream up a man outside society who takes care of things by killing a bad guy. It's a cherished fantasy resorted to when we don't know how to change some big problems -- Kill someone. It's cleansing, and makes you imagine something's been accomplished.
Of course what I mean to say is, no state should be killing its citizens.
